On September 30, the Russian House in Brussels hosted a presentation of the regional resettlement program for compatriots to the Pskov Region. Here is a brief summary of the discussion.
The Pskov Region has been actively implementing the State Program for the Resettlement of Compatriots for 15 years and serves as a vivid example of the successful use of this mechanism. Since 2010, the region has welcomed more than 12,000 people from 25 countries around the world. From January to August 2025, 413 compatriots from 17 countries arrived in the Pskov Region.
The experience of the Pskov Region demonstrates a comprehensive approach to supporting compatriots — not only through financial assistance and compensations, but also through full support at all stages of resettlement and adaptation.
The establishment of the Compatriot Assistance Center (“Sootechestvennik”) in 2024 is a unique practice ensuring an individual approach to every newcomer.
Citizens arriving in the Pskov Region from abroad under the State Program receive a wide range of services at the Center — including informational, consulting, and legal assistance, as well as help in solving complex issues related to resettlement and employment.
One of the main challenges for foreign citizens relocating to Russia is housing and migration registration. The Compatriot Center has a guest house and residential apartments where participants of the State Program can stay for up to six months on preferential terms.
Another solution is the rental of municipal housing. In seven municipal districts of the Pskov Region (Gdov, Dedovichi, Kunya, Plyussa, Palkino, Pustoshka, Opochka), there are opportunities for temporary accommodation of compatriots in the municipal housing stock under commercial or social rental agreements — a total of 118 available apartments.
In-demand specialists in rural areas can also obtain land plots for individual housing construction or personal farming under the “Pskov Hectare” program. Participants of the State Resettlement Program may use this support measure after obtaining Russian citizenship.
Since April 2024, the Center’s specialists have provided assistance to more than 2,000 citizens.
Compatriots moving to the region can count on comprehensive support, assistance, and genuine care. The Pskov Region, in turn, is interested in workforce (nearly 8,000 vacancies are available), highly qualified specialists, and investors. The region strives to ensure that compatriots are successful, prosperous, and happy.
